The EU's Special Envoy on Sanctions, David O'Sullivan, has revealed that the Western sanctions imposed on Russia are having a significant impact on the country's economy. In an exclusive interview with the Guardian, O'Sullivan expressed confidence that the sanctions are working, despite acknowledging that they are not a 'silver bullet' and will always face circumvention attempts. He highlighted the severe economic strain on Russia, with oil revenues plummeting, inflation at 6%, and interest rates at 16%.
O'Sullivan's comments come amidst intense Russian attacks on Ukraine's energy infrastructure during a bitterly cold winter. He noted that Russian drones and missiles have doubled in number compared to January 2025, but these attacks have not been without consequences for the broader Russian economy. The envoy also discussed the EU's efforts to prevent the direct re-export of critical products for weapons to Russia, with some success, but noted that China is providing support to Russia, despite EU concerns.
The EU has imposed 19 rounds of sanctions on Russia since the full-scale invasion of Ukraine in 2022, targeting over 2,700 individuals and entities. O'Sullivan defended the EU-India trade deal, citing EU sanctions on an Indian refinery and a ban on imports of refined products made from Russian crude. He emphasized the importance of engaging with India, despite differing foreign policy positions.
The envoy's team focuses on 300 critical products that do not require export licenses and have been found in Russian drones, missiles, and helicopters. O'Sullivan acknowledged the challenge of preventing Western technology from being sold to foreign distributors who supply Russia, but expressed confidence in the EU's efforts to reduce this problem. He concluded by emphasizing the importance of continued vigilance and cooperation in the face of Russia's attempts to circumvent sanctions.
